Unfounded Crimes

I have been busy studying for the exam in about 2 weeks. I have a note that we should NOT count the following as Unfounded —

A motor vehicle theft report that during an investigation it was learned the car was misplaced. and the MV theft did not occur.
The second example was a Burglary investigation where it appears the items reported taken were just misplaced.

I don’t understand why we would not count these as Unfounded. Any thoughts?
